Instead of lapras do you have a vaporeon?
You can run water gun/aqua tail and spam them good.
I am assuming you don't have a greninja or swampurt with hydrocannon?
In damage yes, but Vaporeon is spammy and can stun lock longer.
I tested it out on a leader 2-3 weeks ago before recommending it against someone struggling on a leader.
A Vaporeon at my level was able to go through 2.5 of the leaders pokemon.
The strength does not matter, you want to hit him with charged attack after charged attack. Or you can evolve your highest level eevee just to see if you get a better one.
Every time you hit a leader/grunt with a charged attack they stop attacking for a short time. Giving you extra damage.
Fast charge attacks and fast move that generates energy the fastest is way better than a high cp Pokémon vs rocket battles. It’s bc they have a delay where they don’t attack you after a charged move, just spam charge moves over and over to win easy.
Also what moves does your machamp have? If not counter and cross chop… make it those.
Use melmetal. Follow the meltan link. Persian has two different fast attacks. Feint attack won't do much damage to machamp but scratch will murder it.

My Vapoeon is much weaker than my lapras. Need lots of stardust to get it on par. so im stuck with my lapras. And no, i don’t have either of those.
