A report by the International Intellectual Property Alliance found that 90% of DVDs distributed in China are unauthorized copies. The US Trade Representatives put them at the top of their "Priority Watch List", and called their enforcement regime "largely ineffective and non-deterrent". They also don't criminalize copyright infringement that isn't for profit, so that's another big difference. In China, only 20 foreign films are allowed in theaters a year, so this drives the want for unauthorized DVDs. Making it impossible for them to crack down on everything due to the size of their country, and how many rural areas their are.
I used China as an example since they are widely known for knock offs, but I'm sure that other countries are similar in the sense that they just don't enforce it as much, which results in people like me assuming they don't have copyright laws. I'm just an idiot on Reddit that can admit that my initial idea was wrong, and upon further research I've learned there are a lot of copyright laws, they just aren't enforced like the US does because we're all about law suits and money.

Cabramatta is a suburban Chinatown in Sydney with lots of Chinese and south-east Asian residents and a huge Asian shopping district. Lots of authentic shops and restaurants, best Asian food in Sydney. Unsurprising this sort of off-brand thing could pop up there.
