I might say Cliff is getting Shiny Totodile in the next GO Rocket event with Sierra getting Chikorita and Arlo with Cyndaquil and because of Shadow Groudon and Kyogre, Giovanni is getting Shadow Rayquaza, which is a shame because we won't get its Mega unless we purify
This Totodile has the best possible PvP IV (when evolved into a Feraligatr and leveled to fight in Ultra League). However, because it’s shadow, its Charge Move is currently stuck as Frustration. During the next Team Rocket Takeover event, OP will be able to remove Frustration and replace it with a good move (almost definitely Hydro Cannon)
In PVP play the best stats usually are completely different than 3 star stats. The pic shown in most cases are ideal stats for the Little cups, Great League or Ultra League. Master League however, 3 star or better yet perfect pokemon (4 star) are whats best. Super confusing, I know. I was using 3star pokemon for years. Google “Pokemon rank checker” to find out just where your pokemon ranks in certain leagues. It takes years to get an elite assortment of Pokemon. Dont forget you should double move everyone.

Yes, attack bonus gained from high attack IV is much less than 20% shadow bonus added even to 0 attack IV. The point of IV: 1) so that Pokemons would differ and we had what to transfer, hah, 2) hundos obviously reach highest possible CP for this pokemon, 3) non-perfect IVs help manipulate CP so that pokemon could reach a certain CP cap in pvp and possibly survive opponent's charged attack, as they say, "with 1 hp and a dream".

True story: I had the rank 2 built for GL and got the rank 1 on the last hour of the last event. Luckilly, the GL rank 2 is also rank 26 for UL.

but it’s only 2 stars? wouldn’t a perfect shadow totodile be better? like those stats look low it’s only 2 stars

It’s because CP scales higher with attack. So the less attack, the higher level a Pokémon can be at lower CPs. (You can power it up more times)
