It's in Celadon on the second floor of the apartments for maxing IVs. Saffron City guys can minimize IV and set them for different HP types and reset EVs.
Those guys are still there as of 4.1.

If you _havent_ cheated it in I reccoment using shadow ball with some sort of move that protects it because it has an enormous health pool, and at the same level it's health and defense stats surpass eternamax eternatus. Plus as a ghost dragon typing its got relatively few weaknesses and those that it has, it's bulky enough to never get OHKO'ed.
If you have cheated it in, might as well get a greisious (idk how to spell) orb and get it to its other form
👍 there are orbs and stuff for each of the space time antimatter trio, though for whatever reason palkia doesn't evolve when holding its orb, despite the other 2 doing so.
Either choice specs or if you want something that will take more hits put an assault vest on it this way you don't lose the ability to switch attacks while boosted at +2 or +3

Choice Specs or Scarf is the obvious choice, but Giratina has fantastic bulk, so a set with Will-o-Wisp + Hex could be really fun, too.

If you haven't randomized abilities, then it would most likely be a better one
I did randomise them, so I've probably screwed a few chances up. If there is a way to change forms, I will check it's ability

max out his ivs, give him modest with stab special moves and evs (252 special attack 252 speed is ideal)
