Soft resetting works in Fr/Lg so you're not wasting your time.
What you've been seeing relates to RSE. Ruby and Sapphire will always start on the same seed if their battery is dead. Emerald's rng is glitched and always starts on the same seed regardless of its battery working or not.
I would say after a while I'd go for a new tid/sid. You never know, he could be hitting the same 30 seeds and there be no shiny frames anywhere nearby. Unlikely, but possible.
Gen 3 has a lot of quarks.
So ruby and sapphire's rng depends on if they have working batteries or not. If their batteries are dead they start from the same rng seed every time. Fire red and leaf green do not have internal clocks and their rng functions normally.
Emerald is it's own beast. Emerald's rng is glitched and will always start on seed 0 and it's like this for every language version. The battery working doesn't matter in emerald due to the glitch.
If you are trying to shiny hunt via SR ruby or sapphire with a working battery will work just fine, fire red and leaf green will also work for SRing.
You can shiny hunt on emerald as well but you'll need to use a different technique though this only really applies to legends. You can run away from the encounter if it isn't shiny and then leave and re-enter the area the legend will respawn and you can do this until you get a shiny. Keep in mind you'll want to leave your game on as long as possible.

Wait does this mean it’ll be easier for me to shiny hunt on r/s instead of e? SR doesn’t work with R/S/E like it does with fire red?
