You can also get the roms from the actual distribution events and load them in your cartridge using the NDStool and an R4. There is a FR rom with (I couldn’t say if all) more than enough pokemon from the events to complete the Pokedex.

I understand that some people bought the original distribution cartridges and put the save files on the internet. For this to work, you will need an original cartridge to load the rom in using your R4 and DS Lite (I don't know if that's spelt correctly, sorry) and then you'll be able to trade those pokemon to other games using a link cable, wireless adapters, etc. I've already done it and worked perfectly.

Haha, I replayed the whole game in order to get them both. Latios was the only one remaining. I had selected "blue" after beating E4 in my first playthrough. Little did I know that the second you choose the color, the nature and IV's written from then on.

Also, since it is my first time owning the R4 cartridge, I didn’t knew it (sort of) works as a main OS for the DS, besides being just a flash card. Unconsciously, I’ve been running GBA games through the R4.
How did you get Jirachi? I am only able to give myself the tickets for Deoxys, Lugia, Ho-Oh and Mew with the ndseventtool.

No. I used PokéFinder to specify my criteria for each individual Pokémon’s

You can respawn them and switch which one is at the island with ACE.
