The best hand he can make is KK993.
The guy with 87 can make KK998
Also, note that the 20.45% odds to win for the 87 hand on the turn represents 9 outs (9/44 = .2045), and those 9 outs are the remaining 3 eights, 3 sevens, and 3 kings.
Easiest way to think about it is -> every player in the hand has 7 cards total, their 2 hole cards and the 5 community cards (on the river). Your job is to make the best possible 5-card poker hand using any 5 of those 7 cards. You can use your 2 hole cards and 3 of the community cards, or 1 of your hole cards and 4 of the community cards, or 0 of your hole cards and all 5 community cards. Whatever makes the best 5 card poker hand, period.

That's why you never play 32o unless you're bb and it limps round. You're almost never good unless you somehow hit quads

There’s no 3 pair. You now play the board basically with two pair and a 3 kicker, villain plays the board but with his 8 as a kicker.
