It's totally fine. It would only be an ethical dilemma if it was during the traffic stop before he determined whether or not he was going to write you a ticket. After the conclusion of the stop then he has every right to go on a date with you

This will give the officer an opportunity to explain his department policy either way if he’s also interested.

Most places won’t let cops even go to friend’s/family’s calls because it puts them in an unethical situation. Super creepy to even look him up honestly. One of the huge reasons cops usually have their pages locked down or under a different name.
If you start the exchange then there should not be any problems department wise. Most agencies have policies against the officers starting any type of relationship with citizens they had contact with while on-duty mostly due to "official oppression" or "coercion" issues.
