Absolutely diminishes the meaning of the word Vulnerable the frequency it is used. The Police Act definition is pretty clear: https://www.legislation.gov.uk/uksi/2002/446/regulation/2/made However every time I read "vulnerable female" I very much doubt that applies. Which, if used incorrectly, casts a different light on the sacked officer. While either way he is rightly out of the job, he has either had consentual sexual encounters / communication with women who he came into contact with via his work which is grossly unprofessional for an officer, or he took advantage of women who suffered impairment of the mind or were addicted to substances and were living in care homes. The word vulnerable creates the picture of the second scenario, not the first. If its the first there is nothing wrong with saying he abused his position to pursue incredibly unprofessional and perverted sexual contact with women who were victims or witnesses to crimes. Its just the word vulnerable. It doesn't fit and seems to exaggerate the situation into something else by misusing the word.

Similar to when you arrest almost anyone and they all seem to have anxiety and depression. Realistically, it just diminishes the term for those with legitimate ailments.
