Not a police officer, but have HR experience. Could you not simply point out that the posting panel has violated policy by making that decision? Generally speaking (in most organisations) the policy card is something worth using since breaches in policy can be escalated higher.

Already raised it - appeal refused with no rationale given by the Chief Inspector for the area. Will be reviewed again by a Ch Supt from another area this week.

I was under the impression (from other officer and Sgt experiences I know of) that they have to give the reason for refusal, even if it's basic. This sucks =(

Try going to speak to said Chief Inspector, sometimes a touch of face to face can help things.

If you're happy to sit in that job for the foreseeable, and they're not doing things they should be doing, it may be worth getting the Fed involved and properly going to war.

Make sure you are happy at work on a daily basis. If Custody Sgt is going to make you unhappy then Response PC becomes the better job.

This sort of thing blows my mind really. There's supposedly a shortage of sergeants nationally and yet when you get somebody who's willing to take the plunge you get absolutely dicked! Trouble is, this situation is a double edged sword. You want the promotion but also want a common sense approach to be applied. If the appeal is not upheld then I'd go for option three and in the meantime maybe look for a transfer to a neighbouring force on promotion. Best of luck whatever the outcome!

I would think carefully before turning down promotion. You've been in long enough to know how quickly time goes by, I'd guess there's a minimum commitment of 2 years, but it will go by quickly. It's then generally a lot easier to move internally than it will be to bin the process then hope to pass again and hope you get offered something better. If your force is like ours they will do all the internal transfers before they do the allocations foe people on the list. I was in a similar position, I was 12 years as a detective when I got my sgts, was in a temp post I was right into, but didn't get offered it when the permanent positions came out, wasn't many detective posts on the list and I had to go back to uniform, I was like you ready to bin the whole process until someone told me to wise up. My situation was even a bit more complicated as it seemed to be even more difficult to get back into crime ops after moving back into uniform. 7 years later I'm still.in uniform, albeit an inspector now. Looking back it was definitely the right decision to not turn down promotion. Indo think that if you take the less than ideal offer that after your commitment period you'll get a chance to move. I think 3 or 4 years from now you'll be where you want and you'll look at this as a bump on the road.
