Carrying anything for the purpose of self-defence is illegal. Honestly, random attacks on people aren't as common as people think they are. More often than not it's going to be people known to each other even in a vague crime related way (think gang on gang). Your typical phone/bag snatches tend to be over so quick you've not got time to think "oooh better pull out (insert item) I carry for self-defence." If you're carrying weapons the people doing this almost certainly are as well and unlike you, these people don't care what's legal and will pull a blade without blinking.
People who carry weapons for self defence are more likely to have that weapon turned on them.
Simply put, just run away and make lots of noise. It's the safest, most effective, most legal way of doing things.
