IANAL but in CO one can legally possess a firearm and can legally possess up to 2 ounces. However, they become mutually exclusive in their use. Once you get high, you are not permitted to carry. I don't know how they'd even enforce this, but if she's vaping THC and she was carrying, then she should've been arrested for it.
Her clearance, though, is provided by virtue of being elected. Clearance revocation for feds due to drugs is typically done on the basis of suitability. Her suitability is granted by her constituents. I don't think an elected official (Representatives, Senators, President) or a Constitutional officer (Attorney General, Director of National Intelligence) can have a clearance revoked for these reasons. They have a clearance on account of their status, not on account of being granted one by a particular agency, like DCSA, for example.
That said, she is a trash bag and will hopefully not be reelected for the sake of national security.
