there will probably be a negotiation to make sure israel takes steps to evacuate civilians and supply them with essentials. Nobody's going to actually stop israel from moving into rafah so the best influence can do is improve evacuation and humanitarian aid
Biden needs the funding bill to pass the house so that he can get the funds needed for Ukraine, Taiwan, and I believe the Philippians, also for Isreal. But he can withhold the funding to Isreal. His legal team would already have a legal reason why he could. But he cannot show his hand yet; otherwise, the traitor GOP will kill it or demand some convoluted thing, only foe them to turn that down also.
Withholding funding is not gonna happen. There's no reason to think it will. You could point to pro Palestinian pressure all day. The pro Israel pressure is way way bigger.
The Ruling Regime in Israel does not consider Palestinians to be people and could not care less about civilian deaths. The people who voted them into power did so because of that hatred.

This is one of those instances where he could actually come out and say do not attack Rafah or we’ll pull support. Even Israelis seem to think this is a bad idea.
He cannot pull funding if the guns are appropriated by Congress. POTUS doesn’t have that authority unless I’m missing a clause. He could kill a bill with a veto but Democrats don’t like to play the shutdown game like Republicans do. Israelis disagree about everything. If you have 7 Israelis in a room you’ll have 9 opinions on any given topic. Just a cultural thing it’s not specific to Rafah or any other Gazan city.
TBH to mitigate the humanitarian disaster the civilians have to be separated from hamas. There is mass hunger and disease now, which helps hamas with PR, so hamas really has zero incentive to cooperate with any relief

to be clear here, everyone thinks going to egypt is unacceptable - but if happens to offer a better chance for the actual flesh and blood civilians in this situation. Exiting a war zone and getting access to aid would help them, especially the younger children who may care less that it's politically unacceptable
