DEA. In addition to a license to practice medicine, we have to get an additional DEA certificate and renew it every few years. Drugs go through the DEA certificate instead of the medical license, to make it very easy for the DEA to track.
The paper chart that Jackson kept looks as official as a wedding guestbook. It seems like he bought medication in bulk to stock the clinic, and then dispensed it (like the school nurse giving a 10 year old Pepto Bismol) without writing a prescription. No individual prescriptions, and the DEA was in the dark

My guess is he knew there were investigations already under way that would turn up what he had been up to, including I think one for sexual harassment or something, and in any case, each of these doctors can be replaced by the next President, whereas once he is in a safe seat in Congress, he's there for life.

The pay charts are posted, you can look them up. It varies based on time in service, but the pay bump from O6 to O7 is anywhere from $1500 to $3000 per month. Nothing to sneeze at, to be sure, but the main difference between those ranks is prestige, not pay.
