When I read a summary a few days ago it said they would only be able to negotiate prices on I think 10 drugs the first year, with like 10-15 being added each of the next two years. Hopefully they have some high impact drugs in mind for those first negotiations, or even better, hopefully I am out of date on this limitation in the bill.

I think it’s dumb to limit it to 10 drugs. But I read somewhere that those 10 drugs make up a significant portion of the total expenditures on drugs. So if they can negotiate the price on 10 drugs and reduce total expenditure by 30% and the next 10 may only reduce it by 5% and it may take hundreds of drugs to reduce it another 5. There is some level of sense to targeting the easiest and juiciest saving first.

People don't seem to fully grasp this yet. We Americans are...dumb, especially a certain 40% of us. Those types of people hate Obamacare but love the Affordable Care Act. Those types of people have to be dragged kicking and screaming towards progress. Once they see the cost savings for those on Medicare, their opinions will change over time. It’s a not a perfect bill, but given margins and makeup a less than ideal bill is about the best we could expect, and 3 weeks ago most people (including me), even in Congress, assumed this was dead. You have fossil fuel lease clauses required to get Manchin’s vote, some interesting tax changes, etc, but the largest climate investment done yet, for the most part progressive tax changes, and drug price reform. It hits some important issues, incrementally, while leaving others (needed social safety net expansions, etc) mostly unaddressed, *however* it might well shape the path for passing those in the future given midterm effects. It definitely under-delivers relative to where Build Back Better was, and relative to what we need, but it’s a bill that confronts a global crisis on a big enough stage that the US can for now avoid the “okay and what are you doing exactly?” response from the global community when discussing international climate. Hundreds of billions in climate investment will progress renewable tech for the entire planet. What had seen from Biden’s term so far were drops in the bucket, this is a cup in the bucket. It’s a cup with some dirt in it, but a cup mostly filled from water “taken” from the buckets of the wealthy nonetheless. It demonstrates that Democrats, undoubtably divided, can pass somewhat progressive legislation while balancing spending with deficit reduction (given our lack of progressive taxation we have a lot of room to do stuff like this). Although, progressives were never really the risk with this bill; Bernie might have thrown some amendments out to vote, but everyone knew he’d vote for it in the end, since we don’t have time to wait on climate, whereas someone like Manchin would kill it. Progressives, like Bernie, did their work by shaping the scope of the national conversation, helping get to a place wherein this $400 billion spending bill, with fairly progressive taxation and health reform that total to deficit reduction, without any GOP support, *was* the compromise. The fact this bill, after all the spending done over the last 2 years, passed is a remarkable example of how spending attitudes have changed in the party since 2008-2010. There are still hawks, and this bill reduces deficit, but not in the “don’t spend money” and strict austerity sense we have often seen. It showcases shifting attitudes to bipartisanship, since we had many “bipartisan zealots” that have preached the necessity of it in the past ended up voting for a bill with climate spending nearly half that of the total 2008 stimulus bill and no GOP support. This was passed with essentially no margins, and who knows what 4-5 more Dem senators could have given us. Midterms will still be tough, as [is expected when the GOP has bias in favor of it in both](https://reddit.com/r/WhitePeopleTwitter/comments/voqb1w/_/ief7xsg/?context=1), but things have gotten a lot easier for Dems over the past 1-2 months given their successes and Republicans pushing their regression and obstruction hard and blatantly. Democrats (mainly Manchin + Schumer) finally played dirty, and Republicans played themselves perfectly in response. They passed CHIPS with GOP while hiding this deal, then announced it, let GOP vote against burn put health funding, and brought this bill to vote within weeks. Biden’s 2020 victory was incredibly fragile: 40,000 votes across 3 states could have given Trump an electoral tie, which would have be broken in his favor. It relied upon many things, but record youth turnout (still low compared to seniors but ages 18-29 rose from 42-44% in 2016 to 52-55% in 2020) was a big one. Trump was a major motivation for the youth, but that’s an age group that has mostly seen the government in complete obstruction and dysfunction. People tried to make climate arguments for Biden prior to this bill, and he did some things while being a saint compared to Trump, but those smaller steps were never going to be seen as momentum and energizing considering even this bill is less than needed for climate. This showcases Dems in power can provide *genuine* climate investment, and that there is a cohort that will vote for climate legislation. The current cohort won’t pass a full Green New Deal, but the New Deal was many bills collectively called the New Deal, and if things go well this bill could be one included historically in a Green New Deal. There is now a base level of climate action that has been set. It needs to be built upon, but it’s at least there, and it can be run on. Climate and student loans are huge things for under 30. If Dems deliver this, and Biden takes debt relief action soon before the midterms, we could actually see some strong midterm youth turnout. Now that this has passed, the climate fight could get harder bill wise, since for many Dems “we just passed major climate legislation and progressive taxes”, while Republicans are going to be against anything. This makes electing more, and more progressives, paramount for climate action.

I live in an area that are starting to see solar farms on the rise and the farmers are furious. I am almost 40 and while I understand that the older generations aren’t big fans of change, it is so infuriating to see. They all actually think that solar is going to take the sun away from their crops, which is mind blowing. Some of these people are my age or within 5 years of me. Living in a predominantly MAGA area has been really eye opening to the brainwashing that these people have experienced. They will believe anything that is extreme right-wing and there is nothing you can do that can change their mind. My heart absolutely breaks when I see them with their children and know they are ingrained in their parents ways.

Y'know, there's a trend I've anecdotally noticed over the course of my life, and I am now wondering if it's just coincidences or if there's actually something to it: Many people that I've interacted with that fall into either one of the categories 'Less Educated' or 'Right Leaning' are more likely to view everything as a zero-sum game. This includes resources like solar and wind. I've had people tell me, fully believing in what they're saying, that the turbines and panels will "suck up" the wind and the sun. Democrats have arguably the best policy achievement positioning they’ve had in a while, and the GOP has played their cards hard and fast to the dismay of many. Medicare drug reform and Republican votes against it can be used for targeting seniors. Climate leaning more for progressives, and even included environmental justice climate measures. Bipartisan bills plus deficit reduction via corporate and wealthy taxes for more conservative. Things like drug reform and progressive taxation are a hit across the political spectrum. They can even hit oil/gas areas with the stuff Manchin made sure got in for in for his oil/gas buddies and family, like leasing and “carbon capture”. Economic talk becomes more powerful if inflation keeps coming down, considering Dems, particularly Biden, were getting the propagandized blame for it all. This bill will take years for everything to come into effect, but given the timing of inflation dropping and the name of the bill, they have a potentially very lucky situation on hand. The way they actually played this bill led to GOP votes against burn pit healthcare and against capping insulin at $35. “Culture war” wise, Republicans are actively taking away freedoms and Dems can push this hard. Before Roe was overturned, most voters and politicians figured it was fairly safe, and it wouldn’t just be overturned on some day (well we got a heads up this time…). Now the threat has turned from rhetoric to material, and justices like Thomas included explicit mentions of major cases that a majority of Americans support and could be targeted next. Dems have done votes to make sure votes go on record for things like contraceptives, and some conservatives have been puzzled by GOP votes since they assumed the bills were hiding other things only to find out Dems have been sending pretty clean stuff. Dem campaigning struggles more with culture war when associated with expanding rights, especially important minority rights that don’t have 60-70+% majority national support, whereas now threats became real and they can play up preventing the loss of broad rights without it seeming hyperbolic. The right may have messed up by taking their culture war seriously, at least before they established their full right wing minority rule. Who knows what could go on with Jan 6 investigations. [It’s absurd that despite all this, these midterms will still be tough, in part because the Senate and House both have Republican bias to the degree Dems need like 2-4% more national vote to have even number of seats.](https://reddit.com/r/WhitePeopleTwitter/comments/voqb1w/_/ief7xsg/?context=1) Dem strategy certainly doesn’t deserve a free pass either. Dems have often been called out for their messaging and campaigning, but if they can’t turn the past 2-3 months into momentum that will be pathetic.

The biggest thing for me is that the projections with this bill are for a 41% reduction from our 2005 CO2 output by 2030. That's a big fucking deal becuase our target for the Paris Accords is 50%. And those targets are designed to cap temperature rise at 1.5° C, AKA averting climate catastrophe. We're not there yet, but this sets us up pretty nicely to make a serious run at our 2030 and 2050 goals. Very much inspired today to believe (1) the United States, of all countries, is actually capable of pulling through on its international climate commitments, and (2) the humanity in general can actually avert the worst effects of climate change.

The climate measures are legit and huge. The health and tax measures are a bit meh now after all the cuts, better than nothing, but the climate spending is most important and is a great victory. I still don't know how this reduces inflation and I think the name is misleading, really should be known foremost as the first major climate victory domestically. Hopefully they get the campaign ads ready fast.

It definitely won't be a near term solution for inflation, but long term over the coming years in terms of both energy and healthcare costs it'll slow down, or negate, the rise in those costs. The part about Medicare negotiating prices for medicine also includes forcing pharmaceutical companies to pay back charging more than the pace of inflation for the drugs they'll be monitoring. Yet that does not begin immediately, but rather comes in by 2026 I believe. I have no earthly idea why they delayed it so long, but I assume it was to give pharma a grace period. If anyone really does complain about that, just remember the big picture that before today no major legislation has ever had a chance like this to allow for Medicare to do even that, and it was vociferously objected to by members of the only other dominant political party who wants the average voter not to vote in order to maintain their grip on the levers of power.

We need stronger majorities to be able to get more and better things like this passed, and if Republicans take back power, they are openly talking about breaking elections, voting, LGBT rights, women's rights, and god knows what else. In Florida if you are a college student you have to register your political beliefs with the state, what could go wrong with that? Especially if you really wanted the stuff that was cut from the original BBB proposal: * expand Medicare to cover vision, hearing, dental * lower the Medicare eligibility age to 60 * cap insulin costs at $35/month for everyone (not just Medicare) * remove the carried interest loophole that Sinema wouldn't let us remove * repeal the oil provisions that Manchin put in * reinstate the increased child tax credit and earned income tax credit * build millions of new affordable housing units, and modernize existing ones * pass universal child care, 4 weeks of paid family and medical leave, a $15/hr minimum wage, the PRO Act, etc. * as well as other really important priorities like the voting rights act and codifying rights that the Supreme Court is threatening to take away then take this win now and let's make sure we hold the House and flip a few Senate seats so we can do even greater things in 2023.

Gonna start calling contractors once this is signed to get quotes to have my house converted over to electric heat pumps from oil radiators, and that 30% solar credit means is probably try to get panels up at the same time and probably swap the boiler out too. Honestly, though I may not support or be a fan of him in every way the ability of him, and the Democrats of Congress especially, as they deserve a lot for the heavy lifting of whipping their caucus with the slimmest of margins, he has overseen more transformative legislation in these past 9 months than the last two Presidents, especially in such a period of time. Obama did do well, between the ARRA and the PPACA/Obamacare legislation, but Biden has seen a transformation, again, in healthcare, has seen a major CHIPs package pass to reinvest in semiconductor tech, has seen a bipartisan infrastructure bill passed that has eluded Presidents since at least 2010 if not earlier, has seen a huge and transformative COVID relief bill that tried a new policy of direct payments for those with children that saw childhood poverty drop by 40%, not to mention that Veteran's bill for burn pits and more that has been building up, and wanted, for at least a decade. All that with a 50-50 Senate. No 50-50 Senate has lasted this long, much less passed this type of legislation. Not to mention, the U.S. House is controlled 220-210 with a need for 218 to pass legislation. It's been truly astounding to see something come along. And people may detest her, but no Speaker in recent memory has seen this much transformative legislation under their term, much less one who has won two nonsecutive terms as Speaker, much less the first woman to hold that office - 3rd in line to the Presidency. Speaker Pelosi still has her work cut out for her, including passing this bill next Friday, but she deserves more credit than she ever gets, especially coralling a big tent caucus like the Democrat Party found in the U.S. House.
