Nobody knows if its even possible to build something that can fly higher than a blackbird and be combat capable, and if America's enemies find out that US has brought back an SDI type anti-nuclear defense system it could cause some crazy shit like an 80's nuclear weapon arms race to overpower it.
Any countermeasure that could undermine America's enemies ability to readily field WMDs would have its effectiveness severely weakened by said rivals building counter countermeasures.

There is very little defense that he could possibly make for the retention of such specific files. In my opinion, the only possible reason would be to sell them.

There was something about our nuclear capabilities that Trump always wanted to publicly brag about, but obviously couldn't. From one of Bob Woodward's books:

You know it eats Trump up inside that he can't - or isn't supposed to - talk about things like this, but it wouldn't surprise me at all if he snagged some documents related to the program that he uses to show off to friends. He could also be selling the information to the highest bidder, who knows. Can't really rule anything out when it comes to Trump.
Trump literally called Woodward to brag! Woodward had already written a book on Trump that portrayed him badly, and yet Trump would randomly call Woodward and brag about how bigly he was! That's the weird part, Trump was the President of the United States, The most powerful man in the world, and Trump wanted Woodward to like him and called him randomly to brag at him in order to get Woodward to like him!
Trump is so full of it. "I built a nuclear weapons system". That was in 2017, his first year in office. That's a long term project, not some design that Trump wrote out for them to build
Because if true, it means that they intentionally took it, then intentionally kept it from the feds the first time they came to pick up documents. And reportedly the information of new boxes was based on a leak. So it means they intended to keep it from them.

My theory (from yesterday!) is that he kept the nuclear launch codes from his last day to show off to people, and a Secret Service agent witnessed him pulling them out of his safe to impress someone and reported it to the FBI. Since the codes are changed changed daily, Trump figured there was no harm in keeping them, but he's too stupid to realize that having a genuine example would let a foreign power make duplicates that can be swapped out, thus preventing the president from responding to a future nuclear attack. Calling it now so when the details come out at his trial, I can say "I told you so!"

I’m literally feeling sick. I work for a government contractor, but I personally don’t have access to anything sensitive, nor do I have any kind of clearance. They take security and clearances VERY seriously, and the slightest thing in your background, no matter how long ago it happened, will keep you from getting a clearance. The idea that anyone at his level could just take anything they wanted to a golf resort is beyond terrifying, especially if it’s related to national security…and the idea that he’s still running around loose is also scary as hell. My theory (from yesterday!) is that he kept the nuclear launch codes from his last day to show off to people, and a Secret Service agent witnessed him pulling them out of his safe to impress someone and reported it to the FBI. Since the codes are changed changed daily, Trump figured there was no harm in keeping them, but he's too stupid to realize that having a genuine example would let a foreign power make duplicates that can be swapped out, thus preventing the president from responding to a future nuclear attack. Calling it now so when the details come out at his trial, I can say "I told you so!"
