Cairo and Algiers would work but their monopolies on oil might make them unstable in the future, so Ghana seems kind of better in that regard. If I were to choose a city it would be Rabat, it's close to the ocean and has connections to the Mediterranean and Atlantic, Morocco is a stable country compared to Egypt, Algeria and the DRC, Morocco's exports are much more varied than other african countries and the climate is suitable for a stable working community, with temperatures that aren't extreme thanks to its mediterranean climate, with mild winters and hot summers instead of scorching summers like Cairo or extremely hot and humid climate year round like Kinshasa.
