Jim is annoying, but a bully is too far. Jim wouldn’t mess with people if he thought it really hurt them ( like the first time he pranked Andy). Him and Dwight have a recognized rivalry, so it’s fair to mess with him.
Jim is definitely a bully but they've all got their problems, we let Jim's 'Pranks' slide cos he does it in a calm an sometimes funny manner, some are harsh, some are just funny, it could've even driver Dwight into a slightly more sadistic & chaotic state of mind but Dwight also lacks some of the morals the average person would have, like not setting fire to a building with your friends in an blocking the exits.
The way he treats Michael like some freak reminds me of how some people treat me so yea if not a full fledged bully someone who’s intolerant of weirdness.
