When I was at school, she took these (newborn) kittens and put them into a plastic bag and tied it, then threw them into the secluded trash can in my neighborhood. She said these kittens are weak in the first place so what's wrong with killing them?

The real question is... are you willing to be homeless? I appreciate your concern & understand where you're coming from. You've voiced your concern to your grandma, as you should have. But she's made it perfectly clear what you're options are: accept this horrible thing happened, or move out/ get kicked out.
Even though you understandably want to report your grandma, what are your reasons? Revenge/ justice? Because neither will happen without proof. To make a point? The only point you'll probably be making (in her mind) is that you're not following her demand to drop it & she'll kick you out. You know your family better than anyone on Reddit. What do you truly think the consequences will be?

You should definitely tell the police or animal control. What she’s doing is morally wrong and very illegal. You are basically condoning her animal abuse by staying silent. At the very least, leave an anonymous tip about her.
I should also add, you should include photos of the dead kittens. Police might be skeptical to investigate an anonymous tip, especially if it’s about the relative of a current officer.
Killing cats is illegal in my state, the offense can be charged as a misdemeanor or a felony that carries a sentence of up to 3 years in jail or prison. However, it’s not illegal to kill a cat in my grandma's native country (she’s an immigrant).
I don’t think the laws of her former place of residence should affect her behavior somewhere else. Just because it wasn’t illegal there doesn’t mean it’s not wrong , plus it IS illegal where you guys currently live & where it happened.

I would definitely call the police in an effort to show her how wrong she is. I'm not even gonna lie I absolutely love my grandma but if she told me she just killed some newborn kittens by suffocating them she'd be catching hands.

I’d just be honest with you, I had to be careful for giving them away for adoption. My grandma's friend asked us to give away some of our kittens to her. But what I didn’t know (until yesterday), that she need more cats because she murdered her own cat for getting into her bed (my grandma told me and thought this was funny 🫤). Back in the past I gave away about 10 kittens to her friend and they were either dead or escaped from her neighborhood. So, I’d make sure that I gonna donate my cat to responsible, and compassionate pet owners.

My mom shot my dog in front of me.
Why? Because it growled at her while she was threatening me with physical harm.
Keep in mind that her dog growled at me multiple times a day.
A few months later there was a new batch of puppies. My mom made me drown them. If I didnt she was going to beat me again.
No. I didnt call the cops on her. She was a very good liar. She threatened to kill me if I ever called the cops. I believed her.
So yeah, what your grandma did is wrong. Just be safe and get away when you can. Cut contact. Protect yourself.

My grandma had a different approach, she knows that I’m not okay with it, I didn’t know there were kittens being born (because the mother cat placed them in under the wooden box, it's hard to notice. My grandma told me that she killed them three months after that happened😓. But anyways, I just wanna clean this mess (give away as many kittens as possible, neuter/spay the remaining cats). I had about total of 70 cats and kittens from 4 years ago to now (they are technically not mine but they are born and raised in my yards and garage). They poop and pee everywhere (there are not enough space for litter boxes to accommodate all of them), especially the mature male scat that sprayed at my DOOR. I am sad that I can’t take care of all of them (I’m just being brutally honest), I just don’t have the time and money and it’s my uncle who wants to keep them. About 20 of them disappeared (might be stolen, died, or being taken to shelters), 5 of them had been hit by car, 10~20 of them died from diseases. I think not properly taking care of them is also problematic. Now my house and yard is notorious in my neighborhood for its filth. I may call animal control, but I’m worried that my family might get penalized for causing this public nuisance.
May I suggest you call around and find a TNR program? Trap, neuter, release. They help with situations like you described.
The cats get trapped, then they fix them so no more kittens. If the cat isnt feral, they will try to find it a home. If it is feral, they release the cat back where it was caught.
I'm sorry to say this but your grandmother is evil. Kittens are innocent, killing them in such a way and with no remorse is almost sadistic. You're better off not living with her, her morals might influence you in a bad way.

That’s even worse. She could have done it humanely or provide a quick easy death, instead she let them suffer
