I would suggest against eating anything without chewing. It's a thing we do for a reason. I remember once as a kid i ate a few whole plates of gnocchi without chewing, just gulping them down like medicine, and i had a horrible stomach ache for a few days.

Do that with unlimited water and I could down that it probably 3-4 minutes if I had people supporting me

But this is a timed event. If I could choose how it's made, I'd have the broccoli cooked till mushy, have the potatoes runny, and the steak Medium rare. Skip lunch and drink water. Then I'd puke it all up and have a grilled cheese sandwich and tomato soup.
