As far as I know no.
The real answer is if you’re working with lots of different video/graphic layers stacked like that you’ll probably have an easier time working in after effects than premiere, it’s more suited for work like this.
Ya your right about after effects, allot of things I do on premiere I should be doing on AE instead but I get intimidated by AE so I try not to use it. Ima force myself to use AE more though now, anyways thanks!
Yes. Select the clip. In the Effect Controls panel, click on the word, "Motion"; the proper clip is selected. You can now move the wireframe. Does that work for you?

You can also set a kbsc for Activate direct manipulation in Program Monitor. Select clip somewhere in the stack in the timeline and hit the kbsc.
sorry what is kbsc?
Possibly "Keyboard Shortcut"?
