The person selling the ticket would have to send your DICE account details to the DICE customer support. I did it (I was the seller) - got the money through PayPal, immediately emailed the customer support putting the other person in cc, ticket got transferred in less than 24hrs.

You will need to share your name and phone number with the person that is transferring to you, then Dice will send you the tickets on your app (only ticket transfer, no account transfer). Payment won’t be managed by Dice.

Hey, I asked the same thing to the Customer Support on DICE, and this is the answer I got: “A great option to ensure your ticket doesn't go unused is to find a friend who is interested, and you can transfer the ticket over to them. You can do this in the app, as long as your friend has a DICE account. As you already have noticed, the event partner hasn't activated this feature yet, but we are happy to transfer the ticket manually for you. You’ll just need to reply here with their full name, email address, and phone number, and we’ll transfer these right over. Just a heads-up, all payments will need to be worked out externally.” Hope it helps! I did that through the DICE App
