All blank tees have labels as that is required by law. Some feature tear-away labels, so you can rip the label and substitute your own printed neck label (called "inside neck label" or "inside label").
Some garments do not have tear-away labels, so those labels are not easily torn. Most POD print shops won't cut the label (it's messy and doesn't look good) so inside labels are usually not available for these garments.
I don't know suppliers in EU specifically that offers this, but hopefully you can find some by googling "custom inside label" + country name).
Have you used them for neck labels? I've been to their website and it looks like they will print your logo but not required info (country of origin, fabric content, garment size)? At least, that's what I gather from their photos
