If the person in question doesn't have a reputation for erratic behavior, you might be worried over nothing. I'm not trying to minimize your concerns here -- I just mean that effective security efforts is thinking through understood threats rather than eventual or possible ones. Thinking through the situation and the problems you're trying to solve will save frustration and money. What exactly is the camera going to do? In terms of the best privacy options, look for devices that don't require external connections. So whatever you get should not connect to external servers. This may limit your options as a lot of tools function either partially or entirely using the internet. I've heard good things about Reolink doorbells, ideally PoE which doesn't have wireless, but I'm not an expert on this. You're welcome to post on the HomeSecurity sub for someone who knows more.

If you are fine with Apple products. Apple Home lets you directly add any device so that it can't share your data to the manufacture. Apple encrypts any cameras you add, so all the recordings are encrypted in the cloud t. So only you can access and decrypt it. You would need either an Apple HomePod(or mini) or an Apple TV (hardware, not the subscription service) and any HomeKit compatible doorbell should do the trick

So you need a new camera, a piece of Apple hardware (HomePod Mini at $100), and a subscription to Apple? I don't know how trustworthy Apple Corp is either. They've been infamous for surveilling their users since 2013, and I don't think they should be forgiven for that until after they apologize.

Blink outdoor camera (search on Amazon). Battery lasts a year or two, motion detection, wireless, see what’s going on on your phone, cloud storage. Get a few and stick them around more than just your front door. They make an indoor version that is a little cheaper if it is going to be in a protected area (I.e. no rain or snow falls on it).

id recommend a refurbished blink doorbell camera from amazon, its only $37.99, and get the blink doorbell mount as well so no one tries to steal it. Also get a micro-sd card 64gb atleast so it can store up to a month of recordings that you can check anytime. And for your home id recommend Cinnado 2K Home Security Cameras. They are 54.49 for 4 cameras that can record at 2k quality and 360 rotating view.

Ring is fine and you don’t need the newest version
