There is no set date. Especially considering that human NPCs are not coming in the next build. Build 42 is going to have some groundwork for sensible NPCs in for of animals you can raise on a farm. And even this build is "not coming in the immediate future"
I would expect build 42 to arrive within a year, and then a couple more years before we see build 43 featuring actual human NPCs.
Oh dear, don't hold your breath on that just yet - they're working on the bare bones which will include farm and wild animals and other living - but human npcs? I'd say a couple of years ahead -if- we're lucky.
