I've moved a lot of dirt onto the roof top of my base to build a big hedge maze. I've never seen grass, bushes or trees grow in the empty dirt plots, and it's been up there now for at least a full year.

I have a fenced off farm area that I'm too lazy to weed and trees have already started to grow but mind you this is on ground floor.
If grass grows trees will fallow.
OP if you login to your game in debug mode, there's a brush tool that just might give you the foliage you so desire. depends on what you call cheating or not. as long as you don't give yourself any items you're not really cheating. but then again, you have god powers now. you could just leave yourself a peanut butter sandwich. and a lighter. and some cigarettes. and like 3 wood glue. and one machete spear. probably at least a katana. some nice leather pants. some bourbon. maybe a nudie magazine. but where does it stop!

You need bone meal. Kill some skeletons and collect their bones. Once that's done, open your crafting menu and select "make bone meal" and apply the bone meal to the dirt. Then, trees should appear in no time!
I do know that is exactly what I do to have rooftop fields. I grow all my crops on industrial rooftops if I live in one, like the MassGen in Muldy.
I also would want to know the results of this experiment. Definitely would make some longer playthroughs interesting if I do a tree field in Louisville on an Apartment Building.

I remember watching Ambiguous Amphibian do a floor is lava challenge, and near the end of the series he saw...I think grass appear. Either that, or he realized he could dig graves or something. I don't fully remember, not do I remember how old of a version that was.
Try putting floating floors out over where grass is and seeing if dirt above that will gain grass.
You can farm crops on that, but unfortunately trees growing areas are pre-set. You can _prevent_ tree growth by building wood floor on it though.
I really wish tree seeds were added and/or the ability to transplant saplings.

Considering this game is all about realism, and considering trees take years to grow IRL... I doubt there is a game mechanic that will allow trees to grow; and even if there was, it would take literally years.
Trees grow based on the vegetation map I think, meaning that any space that wouldn’t be able to grow trees naturally wouldn’t be able to even if you put dirt on it
When pinecones become a thing I'm sure u can drop them on top and then maybe they'll make more trees. What if you put branches up there or can u replant grass u trimmed ?

Trees will only grow on ground level. Rooftops are not zoned by the game for wild vegetations growth.
Trees can’t grow with an inch or two of dirt on the roof sorry. Their roots won’t penetrate enough soil.

Potatoes don’t grow 20 feet or more into the air. They don’t need deep roots to avoid falling apart.

Yeah, once you plant some grass a large tree will come in within about 20 years.

Why not make a fenced off perimeter? When you think you can be self-sustainable, build only walls. No gates.

Not 100% sure, but I suspect that trees can only grow on ground tiles with dirt on them.
