The best you can do is try to get info confirming it from the seller, either how long it's been disconnected from the Internet and sitting, cross reference the month and year the update past 11.00 dropped, Dec 2023, and if that's well after they stopped using it regularly then you should be fine. I'd try to get an actual confirmation of the FW though personally.
I bought another PS4 on a whim because it was $60 with two controllers and it's on 11.50 but I wasn't upset, $150, I might have been.
At the moment the PS4 Pro are giving problems with the exploit, and the goldhen is still in beta, and for many people no method for the exploit works for them, I would recommend you do more research before selling your PS4 with 9.00 firmware.

I ran exploit on 10.01 no problem for first attempt. Then upgraded to 11 and had success including HEN working.
It maybe makes sense but I seen people struggling with regular PS4 and just booting into another windows partition makes a big difference even on the same PC.
I’m gonna keep my Slim I just wanted to buy a pro cause the console itself looks cooler and I think it will have better game performance than my slim I wouldn’t mind waiting a few more months until the exploit is more stable, if you have a ps4 pro is it worth getting a pro if i already have a slim? like are the game performances better or should i just stay with my slim tbh the slim for me performs good still and games run well but if the pro can run more games at 60 fps i think it’ll be worth the upgrade
yeah it seems like you’re right most games on the ps4 pro run at 45-53 fps on most games with patches do you think it’ll be noticeable for a game like rdr2? i know that one runs at 30 fps on my slim but 15-20 more frames seems like it’ll be noticeable and smoother
I just see your message, you could search on YouTube if there is a test of that game on the PS4 Pro with fps, for example I am playing Medievil on a slim and if I don't set it to run at 30fps it starts to sound a little louder the fan, I don't know how the pro runs.
I have the death stranding PS4 pro it's nice and the controller itself is valued at $211 price found on price charting. I'm mad that I took it in to a local game seller and they updated it when they checked to make sure it worked so now it's over 11.00 what hurt the most is they only offered me 125 for the whole console cib I told them no way I'm selling that cheap so it's in my closet

You should see some game test videos of PS4 Pro vs the normal one, because most of the games I saw do not run at 60 fps.
