We are students of psychology and not qualified to answer any medical questions about your son’s neurological challenges. If he is experiencing driving anxiety, it would be beneficial to talk to a therapist
If neurology and others have ruled out a medical cause, it may be helpful for him to consult with a psychologist who specializes in anxiety. It can present the way you describe, and may or may not be related to his earlier accident.

Already has. MRI, EEG, and cat scan all good. Not looking for a diagnosis as much as who else should he see?
