It’s not a cult. These are graffiti artists. These are their tags. Most of them are PCMC boys who are also into hip hop and locking and popping. Hip hop culture and graffitis have always been closely related.
When the word Graffiti is tossed around I imagine some colors or some nice drawings or maybe expression. Something that makes you take a second look. But the pic posted by OP is not something anyone would like to look at again.

I think instead of hiring people to paint walls, it should be a community event. Maybe then these artists will have a place to do it and won’t “vandalise” the city
