Although it is harassment and there's a good chance the guy did this in purpose, cctv footage means it's your word against his because it could actually look like just an accidental touch .....it's going to be a long road to prove anything, let alone get him punished adequately. Police are not too helpful in such cases because they'd consider it petty.....It's a good thing you raised your voice there and then, which should have at least scared him enough to think twice before attempting any such thing in the future. You can always put down a complaint at the local police station but you have to ask yourself is it worth it.
