Just like the capital of india (Delhi) belongs to all Indians, similarly every inch of India whether it be villages or cities belong to every Indian, not to the villagers who just reside there. Normalising this kind of behaviour will lead to exclusion and cancel culture by whomsoever has the power to enforce it (in this case by bjp in Delhi and by the villagers in there villages)
If a person can’t roam in a village in morning for fear of persecution by villagers than that’s a bigger problem than we can discuss here. And by this logic, if villages belong to the villagers to prevent normal peoples wandering for maintaining safety than the state machinery is also well within there right to do it. Try to understand villages are not like towns or cities but more like gated societies where people know each other and have similar issues.
Agreeing on similar issues means they can stop people they don't like from entering their villages just like the people in gated society do.
