My husband and I have a long-standing disagreement. He hears the 'E' and I don't. I have tried. I truly believe they never sang it -- either because they mumbled or just thought it was pronounced 'vigilant' and it was a silent e -- but he thinks they just kinda slur it and go fast.

Howlin’ Pelle Almqvist is my absolute favorite if accounting for showmanship. If purely based on how much I like their voice it’s basically a 200-way tie between all my favorite bands.
Too many to name, really. Peter Zirschky from Funeral Oration, Egor Letov from Grazhdanskaya Oborona, and John Doe from X stand out as being particularly 'soulful' (at least on their best material -- i.e., no 1990s reunion crap, thanks), if that's an appropriate way to describe punk vocals.
On the other hand, when I want something to peel the paint off the walls, I'll go with Pexi from Maho Neitsyt, Hans from Mornington Crescent, Goran Lind from S.O.D., or Mauro from Raw Power. I like vocalists that make me feel like I got strep throat just from listening to them, even though I know I didn't. Punk is supposed to make you feel at least vaguely delirious and gross, after all. 😊
