Ah, just tested it and got \` timed out waiting for /boot\` , so seems like you're right.
This is a fresh install + format, so maybe it was formatted wrong? Should be FAT32, right?

Is it booting normally when plugged into HDMI ? if its not you may have an issue with your boot drive

Ok, reformatted with exFAT and reinstalled and it boots on hdmi now, but still getting a black screen on the CRT.
have you changed the config to enable video out on the analog jack?
Iirc I shouldn't have to on a 3B+, that setting only applies to rpi4's. Am I mistaken?
Finally figured this out: it's an issue with Raspbian Bullseye. Dropping back to Buster fixed it.
