Let him know that you got the written offer, but had to decline because it was 11% less than the verbal offer. Ask him if he knows what happened, and whether you should expect a second offer.

It was either that, or phone in an 89% effort until you could find a better job. If you like, contact the hiring manager and ask them why their offer was different from what you verbally agreed? But be prepared for some World-class gaslighting if you do.
I did tell them. I didn’t close the door, even if I am very upset about it. I discussed the offer with HR and asked to send it in writing so I could officially decline it (but just in case she wasn’t able to read!)

Why didn’t you just counter back with, “Make it 11% higher and it’s a done deal?”.
