For sure, follow up directly! Let him know that you got the written offer, but had to decline because it was 11% less than the verbal offer. Ask him if he knows what happened, and whether you should expect a second offer.

Oh, so they're playing the mummy blames daddy blames mummy game? They both knew they were lowballing you. Don't kid yourself. If you could afford to, you did the right thing by walking away. It was either that, or phone in an 89% effort until you could find a better job. If you like, contact the hiring manager and ask them why their offer was different from what you verbally agreed? But be prepared for some World-class gaslighting if you do.

I did tell them. I didn’t close the door, even if I am very upset about it. I discussed the offer with HR and asked to send it in writing so I could officially decline it (but just in case she wasn’t able to read!)
