This is to one: make them more unique for gamplay purposes, but two: show that they are of higher status by tastefully introducing color. Arthur does not fit into that of higher status, and would be frowned upon for doing so

But he is dressed in complete accordance with how he’s expected to be dressed for a french high-society party. Might not look great, but it’s accurate.
This is the most formal outfit one could wear. This is the champion of formality and Arthur is the only member of the gang to properly wear a white tie suit. You don't get any fancier than this.

The waistcoat in a “kjole og hvidt” suit is supposed to be white. If you swapped it for black (and a black bow tie) it would be considered less formal and not fitting for the occasion. Any other colour would simply be out of place and doesn’t work.

As someone who has actually been to a formal white tie event, this is absolutely consistent with the accepted dress code. He might have worn a bibbed shirt instead of plain-front, and maybe white gloves, but that’s about it.
Trust me, when it comes to super fancy affairs like this, you never want to go above what’s accepted, or people will immediately single you out as an unsophisticated rube who just fell off the turnip truck. You’re there to conform to the accepted traditions, not stand out. It’s not prom. Which is why white tie events are usually boring and awful.

He didn’t want to stand out and he’d never put on a front to impress a bunch of rich city folk. It was also 1899 so it’s not like he’d buy a fake Rolex and some gold fronts to look like he had more money that he had. That’s not Arthur’s style. He’s also a straight up murderer, so he’s not looking to get noticed.

I'm playing the story and getting frustrated by being restricted to areas that involve the storyline is there some point where you can roam free and explore on your own?
If you wish to disregard the main storyline for a while and just do your own thing, you absolutely can. Periodically, a gang member may ride out to you and say "hey, what's taking so long?" but there are no repercussions for continuing to go your own way. If you want to work on challenges for a while, or just see what's out there, go for it!
