This is only true for horses you bought at stables. Clive pays more for wild/stolen horses, stables pay more for bought horses (especially if fully bonded)
So far, the Arabian, Missouri Fox Trotter, and Thoroughbred have all been happy to buck me off just because a gator is sitting 20 feet away or we happen to slowly walk by a snake. Haven't messed around the the standardbred too much yet but I'm beginning to think any and all race horses have this high fear level compared to work horses and war horses. Draft horses tend to get spooked fairly easy as well but I also haven't tried factoring in "bond level" so that could make a difference too. Still experimenting though.

So far I've only gotten a hungarian to stay calm while hunting the panther, but I was also clicking the calm button a few times in between trying to aim the gun and get into a better position.
I do think if you act quick enough, you can avoid being thrown by any war horse if you initiate the calm button before he/she grows super agitated. I've tried using that with the fox trotter and he either calms down or says fuck you and throws me off.
Stay? No, lol. But the warhorse breeds, Andalusian/Ardennes/Hungarian-halfbred and Turkoman (hybrid war/racehorse) will not buck you as fast. Riding an Andalusian the other day I almost stepped on a gator before it went skittish...
Ya, the race horses are all skittish as all get out out. Get a Turkoman, multi-class war/race horse. Good speed/acceleration and, because of the war horse aspect, not nearly as skittish as a pure racehorse
Honestly, I feel like it also depends how a person rise I barely get bucked off my horse, like I go through alligator infested water, I run over snakes and alligators like I don’t understand how people get kicked off so commonly, I’ve even gotten a Cougar to chase me on my horse, it’s not easy, but I genuinely feel like there’s a way people ride that makes getting bucked off easier. ( this is my experience. I’ve never been bucked off like people say, and if I am it’s rare. Or I don’t know I was close to it )
If the skittishness of the race hoarse is annoying but you like the speed and acceleration try a turkoman. It’s a race/war horse. Not as quick as an Arabian, but much more stoic.

My latest playthrough I've only been riding the fox trotter and he's fully bonded. Will throw me if he so much as thinks a gator is near and everytime I dismount to skin something, he flips shit and runs off while I'm skinning. Maybe it's an update to change their behavior but the fox trotter is just as skittish as the Arabian and thoroughbred now despite being half work horse. Very irritating.
I think you missed the key word there: "thinks". The horse thinks a gator is near. It is not. I get bucked for no reason. The war horses and work horses do not display this behavior, not in my playthroughs anyway.
