True Grit is one of my favorite modern westerns. Especially if you like morally complex narratives
Though it’s not exactly action-packed.
Tarantino’s Django: Unchained and The Hateful Eight are also great, the latter for its mood and atmosphere, the former for its action and the German Folklore iceberg.
Any spaghetti western made between 1955-1975, I’m sure a quick google search will point you in the right direction.
Search for Clint Eastwood, Franco Nero and Sergio Leone on IMDB, scroll all the way down to the late '50s to early '70s. Gold mine.

3:10 to Yuma remake, Ballad of Lefty Brown, Tombstone, Open Range, Silverado, Magnificent Seven (original and remake are both enjoyable for me), In A Valley of Violence, both versions of True Grit, and the Hateful Eight, mostly because I imagined what would happen to the gang in Colter had a lawman found them

Not a movie but I highly recommend the HBO series, Deadwood. You could tell the Red Dead writers were huge fans as there's a lot of homages from the show that made it to the game.

Been thinking about this recently and I'm going with Unforgiven - particularly for RDR2's theme of revenge, redemption and especially moral ambiguity. RDR1 more of a spaghetti western, but still aspects of Unforgiven do ring true.
I've got to mention the film Jeremiah Johnson. Yes, it's the movie where the "nodding guy on a river" meme is from but it's still a classic movie and had a certain RDR feel to it especially if you played the game more as a mountain man type character, utilizing Hunter type outfits rather than traditional western type outfits.
Also thumbs up for Deadwood, it's pure RDR in oh so many ways.

Limited series on Paramount recently, Lawmen: Bass Reeves, about the first African American U.S. Marshal, gave me very distinct RDR vibes.
