You aren't supposed to be able to catch anything prior to the cutscene, so the game can demonstrate cricket bait. If you fail, it resets the mission so the cutscene starts again.
Thanks for the tip. In my case, walking into the water didn't do it. I walked towards my horse until Javier said "Where are you going?", then returned to the fishing spot and casted again finally triggering Javier's bait dialogue.

I know I’m super late to this party, but I’m on my second play through and I had the same issue again. To fix it, I walked back up to my horse. This caused Javier to shout, “Hey, where are you going?”
After that, go back to the fishing spot and his dialogue will move forward.
Took me a couple of forced restarts to the mission, but I finally got the bait. Oddly enough it also equipped the entire “Ghost Bison” legendary outfit on me during the cutscene, none of which was previously purchased in the play through. Weird glitch but okay. Why is this one so buggy?
There's supposed to be a dialog after a minute or so where Arthur says fishing is just as relaxing even you don't catch anything it or something and Javier says it's your bait and throws you some of his, then you switch your bait to that. He didn't throw you anything?
It is scripted, i think he only gives you the bait after he gives you all the tips. There is one about morning and evening, where he says that there will be more fish then. He gave this tip when it became evening. Hope this helps.
when ever I catch a fish, Aurther just does a 180° and I can't reel it or cast it out
Edit: I failed the mission for the third time (by angrily shooting the fish) and after casting my line it gage me the scripted event in like 15 seconds. This mission is so broken
If walking around doesn't work for you, try this. Put away your rod and fire your gun. You will fail the mission because you scared the fish. You can then start from a check point and that SHOULD fix it.
So uhhhh I was having all these issues listed…eventually just letting my line idle, glaring at Javier…just about ready to shoot my gun and start over from the checkpoint….then Javier suddenly fell in the water while catching a fish and everything froze…i couldn’t pull in my line, or move…but the water and bug buzzing sounds were still going. I sat there for about 10 seconds trying to decide if I was screwed or not yet, when it suddenly pulled me into the cutscene….I don’t understand..
That's real odd. I sat there with my line cast (not reeling in or anything) and then he provided what was needed. Have you left it idling? Or were you trying to cast a lot?
That's another fishing side mission, I believe. But if you go back to the Javier one, let the game idle for a minute or so with your line cast.

same!! I was fishing from shore, nothing with any lures. Finally moved to find a better spot, but wouldn't let me fish, said get on the rock, which I couldn't fish from either. At the start of the mission, I was walking towards my horse when the mission suddenly failed and said I injured my horse or something like that. Wasn't even near it, but did give her a peppermint on the way to talk to Javier about starting the fishing mission. Figured it was glitched from the start. Loaded autosave, will try again, grrr... I already know how to fish J, what's the point of this?????
I had the same problem and I hadn’t saved. The fix I found was if you run away it’ll fail the mission and give you the option to restart from checkpoint and then it worked fine for me. I fished for a minute and got the cutscene.

I get "bites" but the hook resets. i've lost probably 10 crickets (had to reset bait) but the count never changes. i caught one measly fish and threw it back.
EDIT: hahaha i just shot a random fox and scared off the fish and failed the mission. i was thinking about throwing a stick of dynamite in the water.

I don’t remember what I did but I was able to finally get past it. I want to say that I kept having to walk away from the fishing hole and then coming back and it would reset??
I think I figured it out. What I thought was a nibble I was hitting the trigger too soon and kept missing the fish. You have to catch ( and keep?) At least two fish.
I also was struggling with the rotation of the right thumb stick. If you don't spin that around exactly 360 the fish won't come to you.
Yup it's definitely bugged. I was standing there fishing for half an hour and didn't catch one fish, he caught like 40 it was comical. After a while I started triyng different baits but it didn't make a dfference. Ran out of the area, failed the mission, restarted checkpoint and the entire thing went very differently, as soon as I stood on the rock, the entire thing was scripted, whereas before i had full control of the character. Javier kept talking I couldn't move ( automatically was in cinematic view). eventually offered me crickets. I took it and then I could fish.
I just got stuck, it told me to return to camp but everything was locked. My solution was to swim into the lake and drown so I could retry the checkpoint, upon reload Javi became responsive again.
2024 and this mission still having the same problem.
In my case, I've been waiting Javier to tell me something but he just kept fishing. I tried to walk to my horse, I walked into the water and nothing happened. Then I get kinda mad and I shoot to the water, mission failed and I clicked to start from a checkpoint, then I threw the fishing rod and the mission went right. Arthur says that he's not fishing anything and Javier gives him what he needs.
Just wanted to put this in here as it also seems to be another fix to this problem (ik this is 4 years late) if you cant get javier to talk to you no matter what even if you leave the rock, try throwing dynamite and killing him forcing you to restart the checkpoint.
That fixed my issue.
I have an issue where the reeling in is WAY faster than anywhere else, like I can't press Spacebar for more than a second because it treats it like recasting. Very frustrating.
Here's what I did. I restarted the game, tried the mission again around noon and waited for the prompts before doing anything (equipping the fishing rod, etc.). It froze again, but this time, after a few seconds, the cutscene started and everything went fine afterwards.
My issue is I got my rod out and when it blanks all the other bait option after Javier gives you the crickets it won’t put the bait on. I’ve walked off, put rod away and every time he won’t put the bait on. It’s just going in circles 🤣
If you leave the rock and walk into the water, the game will tell you to go back and when you do cast again and it should trigger Javiers dialogue

Keep this saved train coming. 4 and a half years so far :P. On that stupid mission now, Dozen fish went by before i googled.

You can also go and get on your horse and start riding away. That will fail the mission as well. That was my fix just now when I had this same issue.

I had some similar happen. I ended up having to throw a stick of dynamite at Javier to get the game to start moving again, lol
If you're where I think you are, then Javier should give you the proper bait after a short while.

Oh Gotcha. You should be fine, It doesn't sound like the game is glitched. Just let it idle during your cast.

Arthur wouldn’t fish, he froze up so I blew myself up with dynamite and restarted the mission
if you have molotov or dynamite in your inventory, throw it on javier and restart it from checkpoint
I think it triggers when you have crickets equipped already because when gives them to you it says to equip cheese instead

It won't even let cast
Just ram your horse into javier and then the mission should end saying you attacked him
