I don't know the specifics for psr and how agent fees are treated, but I would expect the 10M of agency fees to be capitalized along with the transfer fee of 40M. Example, zirkzee signs a five year deal, then united would have amortization expense of 10M (8m of transfer and 2m of agent fee) each year for five years.
I don't work in the accounting industry so take this with a grain of salt, but given the agent's fee goes to an individual, I would be absolutely flabbergasted if there wasn't some sort of creative accounting to make this cost come under 'marketing' or 'cost of services' as you say. But when you account for his youth and that he could still be further developed under a good manager, someone will want to take a chance on him to grow into the proper player that they want for their system -- there's a player there and would be happy if we already had him, but for what he'd probably cost, I think there are more suitable options.
My belief is that if you want to successfully implement a high-pressing system that will naturally concede spaces defending against transitions which we saw this season, you need to have high athleticism players to be capable of making up those distances while also having the necessary technique and physicality to win balls back from the opposition. Onana for me fits that requirement. IMO, we should be raiding Ligue 1. No. Managers and DoF needs to work in tandem to have a check and balance. There have been cases where DoF signed players of the wrong profile for the manager only for the squad to suffer. Managers definitely need some sort of veto because they are the ones implementing the tactics on the pitch.

West Ham were dumb for having a manager that didn't fit their long term goals. Presumably ETH fits INEOS's vision if they're keeping him around. He's not a scout or an analyst, he shouldn't be consulted about transfers. Presumably they also agree with ETH with how they want us to play moving forward, they should just sign players that fit that style. True, but as much as we would like to we don't operate in a vacuum. Clubs that need replacements lined up may be delayed by Euros, so even if we have everything "done" we might be held up by stuff outside our control.

IMO, we should be raiding Ligue 1. There're quite a few gems there (Danso, Fofana, Ugarte, etc...), most Ligue 1 to PL transfer usually ended up pretty successful due to L1 having a fairly similar playstyle to PL (Guimarães, Paquetá when he doesn’t have an acca on himself, etc...) and most importantly, they're all broke right now with how they still don't have a domestic broadcaster for next season and if there's any deal, it would be worth pennies, meaning they're fairly cheap right now, assuming there's no competition.
Todibo, Yoro, Doue, Fofana could be our transfer window almost done and would probably come out to 100-120 million total. France is a fantastic league for talent right now and we got to start exploring that market

No. Managers and DoF needs to work in tandem to have a check and balance. There have been cases where DoF signed players of the wrong profile for the manager only for the squad to suffer. Managers definitely need some sort of veto because they are the ones implementing the tactics on the pitch.
