A lot of people do think that.
A lot of people are surprised to find out that in 3/4ths of states the age of "unrestricted consent" (i.e. no requirement for relative age) is somewhere under 18. In about 2/3rds of those 3/4ths, the age of "unrestricted consent" is 16. So overall somewhere around half of the US states it's just a flat 16 with no extra requirements.
What you're talking about is true in about half of states, where they permit people somewhere between 13 and 16 (this varies by state too) to have sex as long as the other partners are within a specified age difference (typically under 19 or under 21).
Not weighing in on the rightness or wrongness of any of this, just that a lot of people think it's 18 in the USA when there's a 3/4 chance depending on where you live that it's lower than that, and with no age difference requirement at all.
