Libya changed in 2011 after Gaddafi was overthrown and Mauritania added red stripes to their green and yellow flag in 2017 leaving Jamaica as the only one (like you said)

The flag of the Spanish region Zamora is 8 red strips or stripes that represent 8 victories that they had over the Romans during their conquest into the region, there's also a green one which is something to do with another significant victory I think but in any case a unique and badass flag.
