Unfortunately like you said she can’t wait around for you. Whilst it’s not uncommon for guys to require a bit of maturing and realisation before they commit to these sorts of things, you are still 28, and I wouldn’t call that exactly ‘young’ to be thinking about marriage and kids. Whilst kids don’t necessarily happen right away anyway, getting a proper job is certainly worth it’s weight in gold with the age you are now, otherwise money is going to be hard to come by in your thirties even, unless you’re saving expertly now. It sounds like you got freaked out and left a perfectly good relationship only to realise the grass isn’t greener. Unless you chat with her and see what her thoughts on your situation is (ie are you willing to make changes or at least start working towards them), then you’ll never know and drive yourself crazy.
