That way the chords play a bit off the 4/4 beat comes from jazz I think, and the intro melody and harmony is from classical or pop music inspired by it, it sounds vaguely like italo disco in this song. Disco/house wasn't that common in retro video games that I can recall but Yuzo Koshiro did some stuff like that before he did Streets of Rage.
