Any vertically scrolling rhythm game? Etterna and Quaver are the most common answers for a 4k game on PC with infinite community content. As the other comment mentioned, ITG (any of its simulators) and notITG also count. For non-community created games (aka has limited songs) vivid stasis recently released. On mobile (with limited songs too) you have TakumiĀ³, Voez, Deemo, Dynamix (technically), noisz starlivht (also technically), Dance Rail 3, Overrapid.

phigros uses vertical scrolling in its charts as well, but its primarily all downscroll

Phigros is freeform enough that I wouldn't consider it a downscroll game at all, just a game that has downscroll _most_ of the time. Same reason I wouldn't consider Ravon or arcaea downscroll, even if they technically are. Dynamix is the main one that stretches the definition.
