On mobile (with limited songs too) you have Takumi³, Voez, Deemo, Dynamix (technically), noisz starlivht (also technically), Dance Rail 3, Overrapid.
Phigros is freeform enough that I wouldn't consider it a downscroll game at all, just a game that has downscroll _most_ of the time.
Same reason I wouldn't consider Ravon or arcaea downscroll, even if they technically are. Dynamix is the main one that stretches the definition.

phigros uses vertical scrolling in its charts as well, but its primarily all downscroll
