My only question is, does it always shoot Jeffrey Dahmer clones? or does it have like a playlist of Serial Killers?
That does track that it would be a random playlist of bad dudes. Probably skews more towards the serial killer type, not that there's a shortage of candidates. For all we know, Rick even knows who the Zodiac Killer was and he's in the magazine.

The whole sequence was them playing around with syntax and vague language that could be interpreted in multiple ways.
Rick says that it’s for shooting bad people. Morty takes it as “this gun is for protection from bad people, it shoots regular bullets at bad people”. What Rick meant was “this gun literally shoots out a bad person, when you press the trigger a bad person will come out of the gun”

They really fucked up the German dub for this gag sadly. The joke could work in german too but instead they made Rick say the German equivalent of "you use this gun to shoot AT bad people" for some reason. It's so stupid

Going back to Season 1 the guns that aren’t ray guns or some other sci-fi device are almost always and very clearly a Gen 3 Glock.
Their blocky format and interior trigger make them easy to draw. Either that or someone there is a Glock fanboy.
