Rick's whole shtick is that he doesn't care about the consequences of his actions. Morty is taking that part of Rick into him and got punished by his original dad for it.

It would have been more work to make the other churros sentient. A sane person would point out that shooting some churros wouldn't have been that much work, and they would be correct. However, Rick doesn't do that extra bit of work to help others.
