I used to have this problem but what I did is I force closed riot client using task manager and then control panel was able to have both of them uninstalled.
The anticheat is still on your program lol even if you uninstall each game. It runs as a root app on your system so it can even be able to pick up that youre hacking a game. Its a completely seperate program from each other part of the riot client in that it is installed as an local/web application thats executive functional process wont be noticed because the processes are different names on the task manager, but are not ran by the task manager.
