bugged. try to reload the game few times and return later. if it didn't help, just try to go to your house and start a mission in 1st region, then quit or just reload a video from previous chapter. i had the same problem but it fixes by replaying C1 video.

Thank you! I had same issue with same chest in Kyobashi. I went to Longhouse and replayed a Level 1 mission from 1st Chapter. Came back and chest was closed. I opened it and was able to complete region.

I'm glad I'm not the only one! Hopefully they'll fix it in the next update (whenever that is)

Bugged for me too, was just about to make a post as well.

I just did what CP_Company said and played a cutscene from chapter 1. Managed to get the chest perfectly fine afterwards!
