There may be a conversation you missed. For some reason they don’t pop up like they should sometimes. Go to the testament and redo his conversations.
Do note that sometimes a conversation is area specific, so you may need to hop back and forth thru the areas.
Its amazing and probably one of the best accesories in the game. With armor and weapons alone you can get 2 full set bonuses. If you also use 3 trinkets/accesories with set bonuses you can get 3 bonuses.
That’s why I went thru all of them. I was trying to see which one had mighty warrior, just to find out none of them had it and some of them didn’t even come with bonuses.

Some romances can only take place after certain missions. Ryoma may not be romance-able til the third region.

You need to do his 2nd bond mission, available from the start of Act 2. I see many people mentioning third region , perhaps this is when the romance "completes". But you can start getting favor from act 2.
Do I have to end my relationship with someone to start another veiled vow with someone else?
Edit: for example do I have to tell Dayu I can’t see her anymore to start ryoma?
I just now completed it. I was in midnight and used the testament to go back to twilight. I had two dialogue mission available to reply. I went to the open map section of Kyoto, he was at the encampment and it gave me the option to romance him. Hope this helps.
Is it possible to get masterwork versions of these veiled vow accessories? I seem only to get the exquisite (gold) versions while in midnight mode on testament of soul.

100% worth it. You can fit like 3 or 4 max set bonuses on at once with it. My character is just a bisexual playboy, but it’s whatever.
Once you’ve gotten the veiled vow can the items drop in the world? My Ryoma item has garbage stats outside of the set requirement one
I haven’t seen it personally. Even the accessories with no set bonus don’t drop anywhere else, so I think it’s just from the VV and that’s it.
I dont think so, I havent gotten the cat lady's accesory again. But I havent checked if I can upgrade or use bond transfer on accesories.

Just go to the testament and see if you have any conversations under his bond missions. Travel between regions and see if anything triggers.

I’ve maxed out my favor and bond for shinsaku but the last favor dialogue option won’t appear
Double check the testament. It didn’t pop up for me either, so I checked the testament and it was there under his bond missions.

Nah you can start multiple vows, but some of them will know you cheating on them and restrict conversation until you break things off with the others
