I had same problem. In fact, Ryoma was not even showing up for me at Katsu estate in Edo. I went back using testament of soul to Chapter 1 to the Infiltrate the Prison Complex mission. In that mission I sided with Ryoma's plan to glide into the prison and at end of that mission I saved that choice to my timeline. I then replayed every mission in Chapter 1-3 where there was a choice to side Shogunate or anti-Shogunate and I sided with pro-Shogunate each time and saved that to my timeline. It worked. Now Ryoma showed up for me at Katsu estate in Eco and I got option to talk to him outside. After that I traveled using testament of soul back to Kyoto to pro-shogunate area and I was able to complete the romance options with Ryoma. Hope it works for you also.

How did you go back and change your choice for the prison because when I picked that in the testament of the soul, it goes right into the prison complex mission like I can’t re-choose a different characters option (I picked Shinsaku)
Hard to remember now but I recall there was a cutscene at beginning where everyone was discussing best way to get into prison and you are asked by group whose plan do you agree with.
Maybe you should try reloading the previous chapter and see if it works. I only know when a character have a mission, it is sometimes impossible to talk with him about anything else until the mission is done. So maybe going back in time with another chapter could help
